Suggested line of action is concurred in. think, however, having regard to Canton cable No. 66, which you will have received, that any communication to Chinese Government or local action should come as a consequence of the efforts which the Portuguese l'inister
is now making with a view to the opening of negotiations.
I am telling Mr. Jamieson that, should he see fit,
he is at liberty to intimate to the authorities at Canton that His Majesty's Government will find herself obliged to take notice of the prolongation of unsettled conditions produced by the fact that China's refusal to order the departure of the gunboat is making a friendly discussion with Portuguese in accordance with paragraph 2 impossible of fulfilment.
